Kelingking itself has NO admission charge - only parking, 5,000 to 10,000. The cost is getting to the island: a fast boat from Sanur is IDR 700,000 return for a foreign adult and 600,000 for a child aged 3-9, with infants free, against 600,000 / 500,000 on an Indonesian ID. Other operators advertise less and a market-wide fare is not published. The viewpoint is the famous one; the path down to the beach is a genuine scramble and many people turn back.
